No, at visa you can only negotiate to be kept a bit more in the payroll and money (severance package).
You cannot keep the laptop but you can ask for an extra 2k$ to buy an equivalent laptop, can could fly.

They didn't let me keep mine. They even threatened to withhold my redundancy if it wasn't returned.
