Avoid middle-layer vendors, as they often lead to unnecessary hiring. Direct hiring from VZ to the employer is a better strategy and helps reduce the risk of layoffs.

Don't really understand your post here.
Companies like TCS never hire directly, they only do subcontracting through their shell companies .... which are all kickbacks to the executives who advocate to hire through the vendor
