Does anyone know/can comment on whether you will be
"paid or unpaid if you are laidoff - unused accrued PTO in the USA" ?

It would be determined by your state/country, but by default BB doesn't pay PTO out. E.g California employees would be paid out and Texas employees would not. I was told when I was hired that PTO would not be paid out by the company as our state has no laws regarding it. Caveat: This answer is for a PTO non-accrual position (PTO resets to max each year).
Wouldn’t this be determined by the laws in the state you reside in?
