Because Amazon has weak management and poor hiring practices. Extra points for the silent firing of disabled employees, denying them appropriate work from home accommodations.

NVIDIA's business model and product is elite. Amazon is not a leader in anything anymore and everything they do is based on scale, and mee too capabilities.
Most of NVIDIA's hires have PhD's or PostDoc's. So those hires aren't gonna get PIP and will get remote work as a bonus. Amazon basically created their own problem, which Jassy is now trying to "solve" in a very old fashioned way. Layoff v.s. innovate.
