Many thousands of managers with under 8 direct reports -- too much fat. Trim those managers and split their reports from the managers with over 14 direct reports.

Agreed, 2 pizza rule still stands. That means at least 12-16 direct reports, instead of lots of small redundant competing teams. Teams empowered with full end to end development, testing, QA capabilities.
