I was laid off recently and might be starting a new job pretty soon. I’m worried about whether taking another role so soon could affect my severance. It wasn't much but I still don’t want to accidentally mess something up. I'm just trying to figure out how careful I need to be.

External, no, they have no way of tracking
There is a notification date (your position is cut) and separation date (you are no longer on payroll). In the U.S. it’s 2 weeks between them. If you get another position in that two week period, you do not get severance. The stated point of that time is to allow one to find another position in the company. If you are rehired after your separation date you keep your severance. Now things may change, but I have a colleague who started working almost immediately (the next week) after separation and said colleague kept granted severance.

I knew one employee who was laid off. He was hired back before he even had a chance to clean off his desk and stayed as an employee. However, he collected severance for a year. You get to keep it. Congrats you beat the Man.
Your unemployment pay has nothing to do with receiving a severance, at least in CA.
No, it wont affect your severance. I got a new job shortly after getting laid off, still got my severance. It may affect unemployment though
It depends on whether the new role is internal or external. Accepting an external role will not impact severance.
Accepting an internal role will severance if you accept an internal position within 2 weeks of your separation date. If you accept an internal role after 2 weeks from seperation date you can keep the severance and be redeployed. The claw back policy is not posted on Sparq, but discussed in the redeployment call.
You will still receive your severance. That has nothing to do with you starting a new role at a new company. If you got another role within Optum, you won’t get the severance.

I believe your severance is still available to you if you find employment outside of the company but will let other folks confirm.
