It means the company is trying to play the good ole PR shell game of—“ look at what we are doing to rebuild your trust, while the lower level leaders are pushing a different agenda. All while everyone is lining up people to take the fall should things get caught and become public again.” Basically same ole bullsh-t playbook this company has always used.
