I’d really like to hear your thoughts about our situation in this department. It’s important to me that we’re honest with each other. Do you think it would be better for us to move on as soon as we secure another job, or should we hold out for severance? I value your perspective.

I was laid off and received a nice severance and 3 months later started a new job. If you have been there a while and looking to get some change wait for it.

Get the offer and move on. If you are part of a mass lay off you will be competing with all your coworkers for that same job.

Severance - what makes you think that you will get a severance package?

Ask for a signing bonus that would equate what the severance might be. If the new place wants you, they would probably go for it.
