My boss told me his manager put me on a IP. It started as SP-L but got downgraded to a full IP. The result is no raise and half the bonus. He doesn't have any specific critique, but said his boss wants me to be more visible and on camera in meetings.

They don't want you in their team they want you toleave their team if you are rated IP..
The fact that your manager didn't have the tact to explain this in a way that doesn't throw his boss under the bus about this decision and outcome is pretty poor on their part. The reality is that this happens frequently, that one last person's rating needs to change (downward).

What? Are u sure yo boss isn’t lying? How often do u have meetings with your boss’s boss to be able to dictate your rating?
Did you have to sign anything? Many moons ago I was threatened with one for the next quarter. I researched about it and the prevailing opinions were not to sign anything. Fortunately my manager retired and his replacement was an angel. That position was not suited for me, so I went back to a previous department where I excelled and eventually took the 2021 VBO.
Your boss is not your boss, his manager is. Set up a meeting with your bosses boss. Your boss may be an incapable coward. In the meeting go through your IP line by line seeking specific behaviors and examples. Ask for specific actions to improve your success. Have follow-up meeting. Wonder if this isn’t trail documentation to support rif. Ask your boss to shop for backbone and te------s on Amazon.
