Or at least, so far I haven't heard any rational explanation why this place needs such an excessive number of VPs. Can anyone give such an explanation?

Alot of family members too. They give them nice cushy VP jobs or whatever.
Because all of the Executives need to bring their friends here and they have to give them a VP title.
