Just because you say please and thank you doesn't mean that you're a polite person. Just because you talked about the layoffs in an email or all hands meeting doesn't mean that you've communicated. Trying to tell us how to work doesn't count as communication. You don't get credit for the multiple meetings and emails and chat sessions and architect councils and organization updates and new process guides. Just accept that you don't know how to communicate.

HR is a farce. Imagine being paid $5 Million a year to send out a quarterly email for employees to connect with their managers.
Thank you HR for the amateur psychology. Now if the worthless HR people were on the chopping block, than they could hate themselves too.
