Generally, no they do not but there are three exceptions.
Saying "Yes they do" without mentioning that it's true only if you are in one of the three exceptions is not accurate and very misleading.

The carry-over ability only exists in three states (CA/MT/CO). Ignore the "Yes they do" answer, since it's only an exception in a few places.

Yes they do. Use the search section on askhr. Type in flex holiday. The memo/policy will be there for you to read. They roll over at 2 1/2 times the earning rate just like PTO. Unless there is something special with your state.
