California employee here, the flex holidays have rolled over officially!
Generally, no they do not but there are three exceptions.
Saying "Yes they do" without mentioning that it's true only if you are in one of the three exceptions is not accurate and very misleading.
So really the "Yes they do" comment was accurate. Good thing you just flipped the sentences around.
The carry-over ability only exists in three states (CA/MT/CO). Ignore the "Yes they do" answer, since it's only an exception in a few places.
Yes they do. Use the search section on askhr. Type in flex holiday. The memo/policy will be there for you to read. They roll over at 2 1/2 times the earning rate just like PTO. Unless there is something special with your state.
