If we find another job outside of Google before the end date, we have to resign and get no severance right? Or can we start right away and double dip?

most Googlers work two jobs already, right?
If you double dip, they could forfeit your severance. You are still employed by Google during the notice period. They can call you back in to work if needed. If you don't, severance is forfeit. If you notify Google, they will likely release you and pay you the severance. Read the terms of the severance agreement.
Start right away and double dip. It's none of Google's business.
