Maybe H1-B labor postings which usually happens while applying for the GC for them. Companies need to let know that they had posted and unable to find local talent and hence going to hire H1-B candidates.

Definitely should be hired at lower pay due to excess supply of candidates assuming there are still recruiters with basic supply demand 101 knowhow. Otherwise anyone can be a recruiter!
