I thought there was a hiring freeze at Intel, especially due to the major layoffs we've been having. Was I wrong? I keep seeing people commenting how they got a great offer from Intel, so I looked up open positions. It was a shock to see how many available jobs there are right now. In the middle of major layoffs. How is that even possible?

Anyone let go can applay to the open jobs and stay at Intel if accepted.
How's TD ATA division? Is there any layoffs happening in that division right now?
Hiring never stopped in low cost geos. For the most part, the jobs aren’t disappearing, just going overseas.

They are resetting the wage levels by hiring less experienced workers. If they can't find anyone to work for the new salary, they will file LCAs and use the job postings as proof that there is a lack of American workers to fill open positions. Welcome to the H1B churn.
