Outsourcing strategy will be the death of GF

It is well known that GF is outsourcing many jobs, hopefully the US Govt gives them NOTHING from the US Chips Bill for this. If you look at the IP design organization, they have outsourced 95% or more of their design employees to India. If you look at the PDK group, they have outsourced 90% or more of their employees between India and Bulgaria. Now Technology Development will outsource to Bulgaria hiring device design engineers in Bulgaria (where proper skills don't exist). This whole strategy comes from TB (advisor to CEO) who views employees as "replaceable widgets" and feels US employees are bad investments, then he forces his puppets to execute on this strategy (TC, DR, SVPs, VPs and Senior Directors who are "yes" men and women).

GF is not best in class in any area because in low-cost geos you have very inexperienced people and/or with 20-30% attrition rates so people don't stay more than 2-3 years. Our execs are betting the company on Bulgaria now because they think the attrition there is very low, however, they are too d-mb to understand other companies are opening up shops there (stay tuned and you will see which ones) and will take many GF employees, attrition will skyrocket there in 2023 and 2024 (good for employees in Bulgaria to have multiple options for salary increases). However, our executives are not intelligent enough and/or don't have the backbone to say this strategy is broken. This strategy will lead GF to fail since there will be nothing new for technologies, devices and features in PDKs which differentiates GF, just release the same stuff while UMC and TSMC offers new stuff, 2022 revenues prove this with UMC approaching $10B but GF lagging well behind around $8B. GF continues to fall further and further behind the competition because they are squeezing development costs in return for hitting gross margins. The future is very dark for GF, take your AIP bonus in March and get out like I plan on doing. There are plenty of jobs out there if you are mobile and are willing to relocate. Start looking now so when mid/end of March comes you can get out of the toxic environment inside GF. The flood gates will open 2Q 2023 with many people leaving GF. The lions share of US government money-chips act will be swallowed up by Intel & Micron. Those two companies are actually expanding US operations and building new tabs. GF is making old tech and selling off its fabs.

Us Government money can be used to rebuy equipment if they want to do it. Doesn’t matter if tools were ripped out. Partnering is the key thing.

GF doesn’t have the tooling for 7nM and below nodes. Remember they stopped install midpoint in Malta and ripped the tools out and shipped them off? The remaining development tools for 7nM were either NST’d, retrofitted for 14nM and up or scavenged for parts. If Global makes a play for it, it will be in Asia. Malta and Burlington will just continue to pump out the cheap product with their cheap labor until the tools fall apart. Have fun

Gf could always reenter a more advanced node (7,5,3) with licensing , partnering and copy exact with reduced resources. Money talks. There are 3 potential partners at least for USA manufacturing. Who is known for “copy exact” …….

With partnering or licensing it will prevent design IP from being redesigned for gf value add nodes. Redesign is costly.

Money can be made if run as a commodity business like oil and aluminum.

Totally agree with OP. Great thoughts. When world leading foundries are preparing to capture 7 nm and Advanced node which makes 90% of the demand and margins. GF has already left the growth path during 7 nm pivot. I thing Tower Semi CEO was smarter and made a decision in time as you just can not survive just with mature technology. Matter of time Wall Street Will sense it.

I’m grateful I was laid off in Dec. with 6 months salary. I’ve since been hired on with a new company. It makes sense to stay long enough to get AIP then jump ship. Job market is actually very active right now, which begs the question: Why is Global dumping experienced talent? With attrition as high as it is, and experienced professionals hard to come by, this seems short sighted. Slashing development, downsizing workforce and halting US expansion, appears they could be positioning to sell off the two remaining US fabs. They’ve already dumped off Fishkill all the while, investing heavily in Asia and Bulgaria. GF is not a serious player, never has been, never will be.
