Have they communicated to all impacted employees? Or are they telling in phases.

Only those in round 1/7.
All those in the US that were laid off have been notified (well, unless they haven't tried logging in or haven't checked their personal email).
Tried to get breakfast today but couldn’t. Doorman was nice enough to give me the cut off crusts from the bread.
