  1. 13 Learn it, Live by it. TE&Y know this, as if we don't follow it we will ki-l someone. But we see every day, the craft that depend on the Blue Flag rules violate them every day. We still protect their lives, as we don't wont blood on our hands. Switch's lined into protected tracts. Locomotives not blue flagged just to promote PSR.

I'm not sure who this post is aimed at but it makes no sense. The Mechanical department uses blue flag protection as part of their daily operations. It's almost like telling a outbound train crew to depart, without starting the power. I'm guessing the OP of this is a manager, because that's about the only thing that seems logical with this post. The reason being is because the post clearly states a personal attack on someone for a rule violation. The rule applies to everyone, including management. The only thing you can do in a blue signal protected area is turn on a cab light, unless you are the one who placed the protection. The first poster that said about management not having to follow that rule because of improper training is wrong. The person or craft that placed the protection controls the scene! That's partly referencing CFR rule 218.5. If anyone is unsure about placed blue signal protection, then you can always do the thing called a JOB BRIEFING with that department! If there are managers on here, then I'd strongly advise you to brush up on the 5.13 and 218.5 rules. If the OP is a manager, then you better think long and hard about trying to catch people breaking those rules. You may be unknowingly breaking those rules while your trying to catching others breaking those rules.

Can you be more specific? Get who exactly? I heard a manager say that rule 5.13 only applies to the personnel to which it is designed to protect and eliminates disciplinary action to anyone that breaks the rule without proper training. Meaning it only seems to apply to mechanical. Management and train crews can apparently do what they want without fear of reprimand due to improper training on said rule. If your talking about dinging mechanical personnel on 5.13 violations, GOOD LUCK!
