yes, but it is more rare. If as an NCG you had a '1' or '2' rating you are by no means safe but usually also means your boss failed to properly set you up for success.
Most often performance based layoffs boil down to a coldly list calculated by some HR individual/group that gives a ranking based on past performance reviews and level. That list is past down the ranks and curated by directors, then managers for a final fine tuning, but in essence some random person in HR that doesn't know you at all will judge based on performance reviews.
