New hire. Given the layoff concerns I was thinking of applying to new jobs but I don't know what to do if I get a new job and have to leave. The contract says I have to pay the relocation money to Micron.

apply, you don't have to accept offers if they are not good enough
Let perspective companies know the situation, if you are a strong enough candidate they may cover any money that Micron charges you.
If you’re new, you don’t have much to worry about. I’ve never seen someone get cut with less than 5 years in the company.
Ask HR if you can get a waiver on the repayment. It is not uncommon for companies to overlook these repayment requirements as they would rather unhappy workers just leave. Being that the company is looking to cut headcount I suspect they would let you walk without repayment.
