I'm sorry if this is a stupid question, but I'm new and petrified. I'm just trying to figure out what's going on.

Very few are safe. Assume if what you do can be done for less, you are probably not safe. What I do for example if offshored would be half the cost at most, probably a lot less. Do I feel safe? Job security wise no, employability yes.
Downsizing and cost-cutting are CSG future. So stay relevant in the market. That is what makes you safe.
You should probably see if other colleagues in your country have been told, if they have, then you are probably "safe".
If not they may be being told over the next few days.
Those with workers councils will take more time to work through. (France, Germany and the Netherlands as examples)
Not a stupid question at all. We’re all wondering the same. Another question would be - are layoffs expected to continue throughout the week? Month?
It's worth noting, even those who aren't impacted this week are still on borrowed time. Layoffs are SOP for this new company until nothing remains for them to extract value out of. If you're not impacted and you choose to stay, understand your job will be under review at least annually from now on. If you're not thinking like a contractor, start developing that mindset now. You'll need it to bounce back quickly and kick a-s somewhere else. Develop a pipeline and keep it flowing.
Best of luck to everyone, now & in the future.
I understand your frustration, the answer to your question depends on your location, not all locations will be notified today
If you're not impacted, you'll likely get an email towards the end of the day confirming it. Don't assume you're not impacted if you haven't yet gotten a webinar invite. Wait for the end of the day to know for sure.
