The "support groups" and "nonmanufacturing groups" is a myth I think the same posters keep telling themselves for reassurance. Those teams are barebones already due to pre-IPO actions and no backfill policy quietly instituted for some teams. Meaning they will only see limited or no actions because there are only a few people to perform those functions. Until they can be offshored at least.
Look for consolidation of manufacturing teams with the belief that people can be trained cross functionally and work can be distributed better. Stay tuned for some surprises.
Someone said in another thread (D-Day thread) they got laid off with only 60 days of WARN pay/severance plus 1 week per year of service time, so it has to be less than 250, and mostly will be higher paying executive level jobs and bad engineers.

If the initial report from the D-Day thread is to be believed it must be under 250 from Malta otherwise they’d have to pay 90 days warn pay.
Even jobs closer to the fab will be move than 5% (Read manufacturing). These team's managers have given at least 3 names for a 10 person team. That is 30%. Now, all three may not be laid off. I am betting at 2. If manufacturing teams are hit over 10%, I cannot even imagine how it will be elsewhere
I doubt Germany counts into five percent because it said five percent by Christmas . Germany is probably considered another round
It won’t be even across sites. US and Germany (delayed) will get hit hardest. Some sites like Bulgaria won’t be touched
If it’s under 250 at Malta and we have 3000 it’s a little under ten percent at Malta site
So early indications is that this smells like all the rest. Worldwide average of 5% but not spread equally.
Remember...operators won't get hit so that means that 5% overall gets more absorbed by technicians, engineers, and finance. So if you're in a department really far away from moving wafers around... your world might look more like 10 to 15% layoffs from your teams.
Also they won't take from each Fab equally. Dresden due to EU labor laws may be touched lightly. Singapore might not be hit heavy either. So that 5% worldwide will mean more headcount taken in Malta and Burlington.
This also means that everyone's mileage will vary. Some teams might lose 0. Some might lose 1. Some teams might be 100% let go.
