Cut should be managed by external consulting, not by current VP/SVPs.
To get the self-promo to VP/SVP, you need to increase HC. That's the reason why we see so many HC and so many VP/SVP promo. In Qualcomm, no one justifies the number of HC. HC has been used as a promo formula. It is a horrible management.
50% more headcount cuts is needed
QCOM had 28,000 worldwide employees at Dec. 2018. Now it's 47,000. Looks like there are some fats here and there.
QUALCOMM with 50000 employees vs Broadcom with 20000 employees. QUALCOMM with $42B vs Broadcom with $36B revenue. QUALCOMM HC is too high and clearly miss-managed. QUALCOMM management was totally wrong in resource planning. So many guys are doing nothing and just play politics since they have nothing to do.
If there are more layoffs, it will start with Temps and Contractors. Then there will be a big Re-Org to shift people around, identify redundancies and excess.

The best thing that can happen to you is to be laid off from this cesspool. Stayin at Q with all the nepotism, cronyism, same-village-ism, is toxic to your mental health. Getting laid off is the best thing that can happen to you. Yes, there will be short term panic or pain, but there will be long-term gain and long-term happiness. You may not end up at another giant corporation, you may not end up making the same kind of money. But you'll be appreciated more at a smaller company, you'll be making a bigger difference, you'll probably enjoy the work itself more as well. And you'll realize just a base salary is enough. You don't need a trendy electric car or a trendy membership to a tennis club or a house in a trendy neighborhood to be happy. Those are just meaningless goals low self-esteem id--ts chase. F*k 'em. Move on to a more meaningful, fullfilling life. Good luck to all.
I heard phase 2 in Jan 2023 with organization changes. They will clean the top-heavy departments.. expect to be moved to different groups or departments if your group does not have enough projects for upcoming 1-2 years
