All that's been happening are random cost-cutting and chaos. I honestly don't see much of a future here anymore.

@fm cisco in general is full of underperformers. Moving to India is just making cheaper. The sh---y quality is the same in USA or India. The problem with Indians they lie and pretend they know stuffs and make you waste your time. Having a indian boss is worse, since they take your credit and micromanage your work. I am just waiting my rsu get vested and find a place I have real professionals to work with.
Cisco is full of underperformers, and frankly speaking you guys are also Cisco, don't think you're not part of this category. Take offense, it it what it is.
There is a direction - it points straight at Bangalore.
Every LR or rare voluntary departure in North America means the position is filled in Bangalore and not backfilled in North America anymore. It isn't outsourcing, its entire orgs moving over. I have been placed in to the Bangalore reporting structure even though I work in the US. All of my coworkers and the reporting hierarchy is in Bangalore.
Most Cisco people naively believe once the LRs in North America fizzle out, there will eventually be rehiring here. Nope.
This is best an AI can do for now.
OP, the pi$$-poor job market might give you a clue about the state of tech overall. Take a second to zoom out of your self-imposed misery.
If you think cost-cutting is random, you need to re-calibrate your objectivity.
