J&J have had employees working from home since COVID in 2020 and they are still working from home up to now. These employees are working side jobs and working on their home renovation projects while getting paid from J & J. It's time for J & J to do some housing cleaning. These are non-essential, none value added employees. They can be let go and this will save the company millions of dollars.

The manager should manage this. There are plenty of metrics. If a person gets the job done successfully by working from home, why spend useless time in traffic. Close or downsize some of these expensive offices and save money that way. Use the resources the right way.
I love working from home. I can get more done at home.
I know of a number of people that work at J&J. They love working from home.
