In late 1990s and early 2000s, majority groups in Cisco were mixed with employees from different race and culture. Not just from one region or native language.
Shift started in mid-2000s, when outsourcing was in full momentum and Asian companies started opening local offices and grabbing a lot of H1-B visas and L1 visas.
There is a lot of bias in hiring. It has reached a different level at Cisco now. Many managers don’t even realize that they are biased.
Others are openly biased….. just take a look at their team, they are from same region or country or foreign native language. How does the top level executives allow it ?
Not just at Cisco, it is also there at many other companies. 70% of humans are biased !

No, white people hire brown/black people to try and mitigate their white guilt.
It’s the newly hired brown people that hire their clan/tribe.
From what I’ve seen, DEI is window dressing in tech generally. Mgmt keeps hiring people from their home town or region or country or their own social group, regardless of skillset or fit or work ethic, thus concentrating that group in that BU. Take a look around and see how much DEI hiring has changed things.
Greater society? Just so we're clear, at a global scale:
Security products restrict people's access to data
Routing & Switching products monitor people's data
IP Phone products listen and record people's calls
Cisco fully embraced DEI in hiring & promoting, which is blatantly discriminatory. They've since adjusted their strategy because it's fallen out of favor and led to some pretty terrible outcomes across the company and the world.
We'll just leave 2020 alone, but suffice it to say, Cisco didn't do well in the 'greater society' scorecard that year.
Those are just a few off the top of my head.
Point being: Customers, Partners, Employees, and Shareholders would be in a much better position if the ELT just decided to focus on innovation, quality, and profit, and leave the 'greater society' tasks to others.
If the ELT wants to go run an NGO to make the world a better place, go run an NGO and leave someone else to take the reins at Cisco.
Truth ... there are some really ill minded people running the show here.
