I know our direct managers are not the ones making the decision on who's going to be laid off, but is there a chance they know already? My manager is a good guy, but he's been acting a bit weird lately, standoffish, and with this announcement, I'm now getting paranoid.

You lost me at 'my manager is a good guy..'
No matter how good he is, he will always choose covering his mortgage over yours.
@OP If your manager is not included in the layoffs, he probably already knows (has singed a non-disclosure agreement NDA and can't say a word else he would get sued by the company) since he would have to give input on who gets laid off based on who's busy with certain projects and who is too important for the delivery of the project.
@OP
So who will make the decision, VP or SVP?
