I’ve had the impression that vanguard pays poorly. Is that still the case?

The best answer with regards to comp at Vanguard is, it depends on your paygrade and your business unit, but broadly speaking anything below S3/M3 is underpaid. Anything above is more of a question of whether you want to sacrifice WLB for more money, because depending on the area of business, it can be a country club atmosphere. That's changing with Salim, and I expect it to continue to change.
