Reductions seem strange when top performers are included in this cutting, which cuts away valuable personnel as well as the mediocre. An interesting and ineffective way to deadhead a flower.
And ADP cuts away a lot, lowering morale and commitment from the personnel that remains,
causing many of them to consider leaving for greener pastures.
Reductions are necessary, need to deadhead the flower in order to promote new growth.
