I can't believe my eyes. I just saw a person whom I think is one of the least intellectual people I have ever come across become a PM. I mean... can't talk his way out of a wet paper bag 🤪. This person was relegated to having a low impact position for over a decade because there is no confidence. Now they are a Program Manager? Holy cr-p-tastic! That's a very bad sign.

All the more qualified options have fled to greener pastures.
Nothing to do with brown nosing or skill. Managers are being asked to give up headcount so various directors can stay above the 20 head threshold. PM positions are being created with very basic or no programs/projects to manage.
Managers are in turn releasing their less than desirable staff into those positions.
My source? I’m a manager that was forced to release staff for this. I’ve heard of at least 5 others in this position.
I have a deal with a PM here who is so bad that even a high schooler can manage better.
Talent makes no difference. Everyone at Dell is just a row in a spreadsheet.
If you brown nose the right people in your network, everything is possible. Doesn't matter what you know, but who you know. Dell has always been that way. All the managers I know got there by having great kneepad skills and backstabbing (because they are d-mb as door knobs). Talent has never held importance @ Dell. Just look at our lidership. Case in point.
