I still don't know what frustrates me more, the fact that I didn't get the promotion I worked so hard for, or my manager's completely meaningless explanation of why I didn't get promoted. I'm trying, but it's hard not to make it obvious how disgruntled I am, precisely because of such a nonsensical explanation. For what reason were you not promoted, what is the excuse in your case for which your promotion was rejected?

@3rah Meeting with the HR...really dude! That is the worst advice ever. You talk to the HR person in two circumstances only, during hiring and during separation from the company. HR are your enemy at any company, they will scr_ew you over when they get a chance.
If u really believe u deserved a promotion u could have chosen to have a meeting with HR. There was a selection for this when u had your review. This was the time to take action. And u woukd need to state your case for why u should be promoted.
It is a slap in the face when someone undeserving gets promoted if this the case.
Also,maybe u trained an eng so well they are performing well now and deserved a promo

My manager just made up lies about why my teammate who got promoted was so awesome. Seemed this manager had Short memories because I was asked to help out this awesome teammate who knew everything to write all the needed code, this awesome teammate didn't know the language and never did this type of work before.

That's not how it works. Do you mean the case was rejected? There's a ton of non performance factors influencing promotions, many are out of an engineers control.
