In broad strokes, sure.

But many employees will see this as a demotivator. And demotivated employees tend to have reduced quality and quantity of output.

I'm not saying anyone would deliberately slow down over RTO but it's funny how things sometimes play out...

Let's get down to it,
Does it su-k? Yes,
Will it cost us more money, especially for those that have long commutes? Yes.
Will it mean we get less work done? Yes for anyone that was actually working at least.
And for those that weren't, lets be honest, they aren't going to work when in the office either.
But whatever, if the company wants to pay us for less work, I guess that is their call.

In the current market most can't afford to be out of a job, in about 3-4 years it will probably be a better market place and you can rethink things then.

Is working from home better for a company? For a lot of jobs absolutely, In fact, I have never seen a study that has said otherwise.
Does it save the company millions if not a billion plus a year. Of course.
This is clearly not about saving money or producing better work output. It really doesn't matter what it is about.

A lot of companies are playing this game right now, so either deal with it or exit, it really is that simple.
