The entire org should go through a talent review including devs/engineers and the IT team. As for the 'leaders' they to should have their leadership skills reviewed.
Talent reviews are used to identify who actually is qualified for their job. There are some people associated with the former EIS and IT Audit, Risk Management & Compliance teams that do not have the experience need to work well with those who actually have the skills and knowledge.
