@OP OP is correct.

He did not say it would happen this year, just that it would happen by September.

That leaves an infinite range of possibilities, or at least a large number of them.

It really comes down to spacetime and how one thinks the universe will evolve over time.

If this article is correct, “ During an earnings call on July 24, Tan confirmed that the company plans to end the year with a headcount of only 75,000 workers”.

108,900 currently, down to 75k = ~33k total layoff. Seems like there’s 8-10k more to go before year-end if they did 23-25k in July…unless that 10k diff is natural attrition of performance-based, non-compliance or other terminations the next several months. OP might not be all wrong.
