Yes intel will fire lazy incompetent people and hire better people. If they happen to be H1B who are smarter work harder so be it.

I know several BA folks that were cut.
Layoffs are landing on the people being laid off.
This time it's different. This is about what the company is no longer intending to do.
That means there is no backfill, the headcount may creep up again with the usual RCG and contract workers but many positions are simply eliminated, and in some cases the groups are gone.
The fabs are specifically moving away from having excess headcount, and that may never change back to the way it was, or at least not until the fabs are profitable (which possibly will be never).
This change is ongoing and will turn into outsourcing and likely more asset divestments, including the sale of entire fab sites and product groups.
When AI is capable then those low cost geo jobs will be at risk as well.
But you get the productivity of 1 person with 3 of them.
