being pushed with email upon email coming out even from 'leaders' who you've never heard from before - pointless exercise where D's and above will rate their bootlickers as Advanced and Expert even if said bootlickers don't have an iota of subject matter knowledge. While those that are truly knowledgeable but aren't shameless enough to not be bootlickers will be rated as foundational or intermediate
Why are these pointless exercises conducted? To keep HR in a job when we all know that HR is there to work in the employer's interests and not the employees?

This is also not a secret. You will receive a notification in Workday and can see the results in your Development area.
This is a consent order requirement. It’s also tied to training so if you’re rated low in say financial reporting and you’re in accounting, expect to be given additional training. It’s meant to ensure we have the right people in the right place.
It's for a consent order or MRA. Regulators called Citi out for not hiring people with any skills or having training programs to even try to get people qualified to do their jobs

You answered your question. HR is generating work because they know hiring is slowing and cuts in their teams are also imminent - not sure how they managed to get away with cuts, when in many other industries, like tech, HR / recruiting was decimated. And yes, bootlicking is the way to go to survive. Sh---y company.
