Depends. Sometimes one can volunteer for involuntary.

Yes they allow them to “save face” if possible and most of these guys meet at least one of the retirement rules so it’s not a lie.

So, lets say as part of the current CPM activity, a manager states that he's "retiring",
so does this mean he was likely "shoulder-tapped" and is retiring "involuntarily"?

OP, go read some of the lists that have posted here. At least a half dozen VPs and lots of PE and senior PE. At least in OR. I was surprised since grade 10 and above are usually untouched.

On Oregon WARN list for this week, many PEs, Fellows and about 5 VPs are listed as laid off. 25% of the listed are managers. That's 100 people out if 450 listed.
