How can remote worker change job within Fannie Mae? All the openings are not open to remote.

They didn't think about that. Or maybe they did but the big boss doesn't give a sh-t and the minions are morally bankrupt and scared to say anything.
Staying remote may not be a blessing. It indicates I am stuck!
