Allocating funds to manage the departure of 3500 China employees, adding 10-30 contracts per team compared to 2022 numbers, on top of it purchasing AI agent licenses, and renewing unsuccessful products , allowing travel for EMT: will there be sufficient resources remaining to support the employees?

Productivity is zero as new devs learn code and how to build and CI/CD.
A lot team in tech hit seriously, so many teams all developers were in china, there are VP/SVP/Ds onshore, but very less knowledge about application development. The vendors added may help that will be at least half year later, AI can help as well, but overall productivity can not be back to 100%. Citi removed it's best performance/output part to make it onto the right level.
