Too many people doing random, redundant functions. Too many "program manager" types who don't really contribute to anything but just create work to make it look like they are needed. Easily can go down to 70k. Entire orgs need to be eliminated. This is not the fault of the employees - many of them are good people who were hired on false premise of actual work - but many of them are also just coasting along, because they are unable to survive in outside world. No other company would be crazy to hire utterly useless VPs and Fellows the way Intel does. This bloat needs to be cleaned up. Only then can the recovery begin.

Too much construction budgets in disarray. We bought too many redundant houses to build. Face it, Intel is property poor with huge construction contracts in force.
