How long do offers take? Interviewed months ago and still in business review and can hit the withdrawal button still( thought that means still in consideration)? Recruiter said they should have updates soon and nothing yet

It all depends.
1 - It could be a speculative req raised, where there isn't budget to cover it. It might, or might not get the green light eventually.
2- Or else a role where they had an internal person already in mind for the job, but had to create a public job posting, for the optics.
3 - Or maybe it's all good and you're the favored candidate, but there are 7-8 different approvals needed and one of the people hasn't bothered to check their inbox. That's Citi culture...
My application was under business review for several days, the interview went very well but later I was not selected, was it my current manager who played the role here ?
This is the same treatment you'll get as an employee when working with HR or others. Consider it as an early preview. Avoid.
Mostly it is an internal role change posting. Citi does this a lot.
You can follow up with the hiring manager, but chances are that you will end up getting the axe. In my experience, the internal candidates know they are selected when the position still says business review, and it transitions to filled right after the person is announced.
It can sometimes take 2 months or even a little bit more. Sometimes quicker than that. A lot depends upon the hiring manager and how fast he/she is willing to move
