It means you can’t opt out of the 9 weeks. It’s labeled as “in lieu of redeployment” but then elsewhere it says no redeployment.

I'm looking at the current ISP document, it looks the same as last cycle. 4 weeks + 1.5 / year + 9 weeks (no redeployment) + Sabbatical time if eligible.
