If an unsafe situation at any other E site were present, workers are encouraged to refuse work. Wouldn’t be being bullied be considered an unsafe working environment? What if the whole team refuses to work? Would that be feasible?

Usually its one person getting bullied, so i find this hard to believe.
Don't abuse the "unsafe environment" clause. It's there for a good reason. If you pollute it by shoehorning in your other complaints, you reduce the capacity to use it for it's real purpose - immediate safety.
Sure. It's called a strike. And it's very, very complicated. But no company is going to simply allow a small group to dictate it's direction. Even if you have the company concede the battle, eventually they will win the war. That's not inherently bad, although in practice it can be shady.
If everyone walks then no severance required and more money to keep regarding the only useful employees at Enbridge. Asset Performance Group
