Where does one get this score?
There is some truth to this statement. FM, like several federal agencies who DOGE employees are stating poor performance to justify mass layoffs. When in fact the employees being laid off are not on PIPs. This is an attempt to avoid being sued.

Not true at all. EPM scores may be a factor in layoff decisions but many people have been laid off with 4s or 5s.
