This happened last September, while 15000 people left, 7000 more are hired. So the Intel headcount did not drop much. The managements just says one thing, and do another, because they are the police. Only police can violate laws.
Out with the old (washed up and abused) and in with the new (fresh and ready to be abused). Rinse and repeat.
This was always happening .. lay some people off.. rehire some cheaper labor a bit later..
This time is different because the company can't regrow itself as in the past, I just don't see how it recovers, maybe I'm myopic?
Alternatively: why not bring on a cheaper crop of human capital to abuse?
