After 25 years with the bank, I was laid off in March. I have not heard 1 word from Citi or HR about my severance. Not cool. I turned my work in on time for a quarter of a century.

Generally you get a weekly regular paycheck for 2-3 months as warn payout ( depending on your state), once that’s past, you get paid severence within a month or so.
Was it with working notice, or immediate?
When you hire an Employee-side Employment Lawyer who usually takes cases on contingency, this will get Citi's attention asap ! 2 months or more waiting for severance should be a violation of law if it's already not ! Citi and other Employers should be charged interest for their foot-dragging and delays !!!
So if severance packages come 4 months after being laid off, what do you do for income in the interim?

I think the layoff’s were spread across 2 years so that they can arrange severance funds
I was laid off end of August 2024. Got my severance package on December 2024.
What?!? Citi looking for ways to NOT pay severance??? That’s crazy talk.
