Was the refresh cycle the sales equivalent of what we use to call vaporware?

Was the refresh cycle the sales equivalent of what we use to call vaporware? It does not seem to be happening. IT seems to have been wishful thinking,

And to be honest, I won’t buy another Dell computer for my personal use. I was told by the Dell automated system that a computer I purchased for classes a year ago has no trade-in value.

I think all my computers purchased for personal use will be Apple.

I don't think people (companies) blindly believe, but they actively play the game.

Microsoft says "hey, Win 10 will go EOL and you will also need to use our Copilot Plus to make sure you don't miss the opportunity of AI"

PC manufacturers pick the info and think it's great to hype their investors (which are angry because margins are eroding). They will later call Gartner/Forrester/whoever and ask them to do a market research validating this expectation.

Gartner/Forrester would call their pool of companies saying: "Hey, have you heard about the potential of Copilot for AI? Are you planning to invest in IT to keep the pace and not lag behind".
Any C-level would say yes, because nobody wants to give the impression to lag behind.
G/F would later call Dell/HP/Lenovo saying: "Hey, the studies I made show that companies are willing to refresh their IT devices to use AI. Do you want to buy the market research?"

PC manufacturer buys the research, then go to investors and say: "hey, do you see? It's not just our expectations, Gartner/Forrester say that too".

It's a big vicious circle, where you start from dreams (big refresh) and set up your questions to companies to get the desired outcome.

I wonder if all the work going to AI is affecting the PC refresh? Actually, the Refresh sounds like something the faux prognosticators as Gartner came up with and people blindly believe them.

It's hard to have a large client refresh when so many customer firms are reducing their workforces.

All manufacturers (apparently Lenovo is even more delusional than Dell) have been repeating this cr-p for the latest two years.
The big refresh is NOT coming, I hope investors stop letting CEOs mock them.

I'll also not be buying another Dell as the one I bought a few years ago just needs a new CPU to be windows 11 compatible, but Dell refuses to release a bios update so I can upgrade the CPU (the update exists but Dell is intentionally keeping it unavailable to tbe public). Lesson learned.
