My motivation and energy are completely gone. Working here is starting to take a serious toll on my health and it’s not even about the workload. It’s the constant toxicity that wears me down day after day. If Citi actually wants to retain people, they need to take a long, honest look inward.

Yeah. My team is toxic as well as the other teams we work with across organization. D&MDs protecting the dysfunctional su-k ups who are MIA 90% of time doing goodness knows what. Anyone with actual knowledge and experience in tech gets treated like a minion.
The company was already going through change. The economic uncertainty that is the current administration (I don't mean that as a negative) has further bogged the company down and you can see it, feel it, and her it. Hang in there. The economic uncertainty has every company jittery right now. When folks are jittery, the levels of toxic go up. 'Just sayin...'
Hang in there my friend. I was in the same situation then I ended up at another bank not a big bank though. My work place is 1000 times toxic than Citi:-)
what does this have to do with layoffs?
Citi does not care about retaining talent, that should be clear by now.
Do more with less, crack the whip harder to those left to pick up the slack.
Manage by fear and shorten deadlines and use the implied “or else” for emphasis.
This is the Citi way.
