Intel just hasn't learned how to be a defense contractor yet. As usual Intel is behind the curve. Most defense contracts are cost plus and have meager profits built into them but the real profits are made off of the engineering support contracts that pay big bucks but have few tangible deliverables. Intel probably doesn't have any or at least not enough engineering support contracts to make enough profit.
