LRs typically have not happened after Q3. Historically they have occurred after Q4 and in some cases after Q2. LRs are coming after the FY. The biggest LRs are going to be in Sales, Pre-sales Engineering and in CX. US Commercial is going to take a huge hit in LRs this fall. A significant number of accounts being moved to a virtual coverage model. Area, Operation, and Region consolidation is coming. There will not be a need for as many ODs, SSEMs, RMs, SEMs, AEs, and SEs.

I heard it was the other way around, they are taking a bunch of SMB accounts and promoting them to mid-market/select and then decreasing the size of the SMB coverage model.
